BBWF: Combined Effects Assessment Meeting

There was a meeting in the Innerwick Village Hall on Monday, to discuss the Addendum to the Environmental Impact Assessment Report submitted by Berwick Bank Wind Farm (BBWF) to the Council Planning department. There is a note of the meeting as well as Dom’s marked up copy of the Annotated Addendum produced by BBWF.

A particular point to note is that as suggested by Gary Donlin of BBWF, we applied for a two week extension to the deadline for submission of Representations on this Addendum to the EIAR. The deadline has therefore been extended to October 2nd 2023.

  • 30 people in attendance.
  • Brief discussion on the bullet point summary of Dom’s comments on the Addendum to the Environmental Impact Assessment Report (EIAR).
  • A copy of the Addendum to the EIAR including Dom’s marked up comments will be made available on the ELCC website.
  • BBWF described two meetings that have taken place between ‘the Other Developers’ planning to construct electrical infrastructure in East Lammermuir Community. Gary commented that detailed Construction Traffic Management Plans until Tier 1 Contractors are appointed, which has not yet happened. Tier 1 Contractors are what used to be referred to as ‘Main Contractors’ and may also be referred to as ‘Principal Contractors’ in the context of Health & Safety legislation.
  • Gary did commit to including representatives from the Community in these meetings, particularly in relation to Construction Traffic.
  • Developers are apparently working on a Joint Charter to which they will all sign up. This Charter will commit Developers to adherence to principles yet to be defined. This Charter will also include details as to how these Charter Principles & Commitments will be enforced, following a question in relation to such enforcement from Lyn Jardine.
  • Gary also reported that there is agreement in principle for Developers to fund an independent ‘Monitoring & Coordinating officer.’ This person will act as a bridge between Developers & the Community.
  • BBWF, following a question from Lesley, committed not to use Thornton Bridge for any form of Construction traffic.
  • Kevan enquired as to the part played (or not) by East Lothian Council in selecting the site for the BBWF substation. Gary promised to check & revert back to Kevan.
  • Noise: Hazel questioned the anticipated noise output from the substation once in operational mode. After a lengthy discussion regarding background noise levels, maximum noise levels and perceived noise level. BBWF offered to send a Noise Consultant to talk to the residents of Crowhill, given the latter’s location as closest to the proposed BBWF substation.
  • Gary stated that whilst final design optioneering had not been concluded, the current chosen electrical design indicated that an HV DC converter station would not be required and that the electricity would come ashore as AC. This was widely welcomed by the attendees in the Hall.
  • The point was made to Gary that given Crowhill’s close proximity to the planned BBWF substation, a concerted effort and closer consultation with the Crowhill residents was merited. This was accepted by Gary.

Berwick Bank – Additional Information Submitted by SSE

The deadline for comments should be early September 2023 – to be confirmed.

SSE has submitted further information in respect of the onshore planning application (23/000162/PPM) regarding the proposed Berwick Bank Wind Farm.

This further information has been submitted in the form of an Addendum to the EIA Report and an update to the Non Technical Summary. The EIA Report Addendum has been prepared primarily to address a request made by East Lothian Council (ELC) to formally assess the Proposed Development alongside the Branxton Battery Energy Storage Scheme (BESS). The Cumulative Effects Assessment (CEA) covers potential for cumulative impacts between the schemes and compliments the information already provided within the EIA. The Addendum also includes other information clarifying matters in respect of habitat loss and mitigation and minor updates to the flood risk assessment undertaken for the Proposed Development.

East Lothian Energy Infrastructure Projects

Plans are already under way for the Berwick Bank Wind Farm, Branxton Battery Energy Storage, North Belton Battery Energy Storage, Crystal Rig IV onshore Windfarm, Crystal Rig solar farm, Capping off and restoration of Oxwellmains Landfill and the Eastern Link project, as well as the decommissioning of Torness Power Station.

Each of the projects is expected to bring hundreds of workers to the area, but concerns have been expressed about where they will stay, additional traffic on the road and ensuring that the area reaps the benefits.

Innerwick and its surrounding villages and hamlets are on the frontline, being on the main route taken by the cables and construction traffic. Stenton and Spott are impacted to a lesser extent by the development at North Belton.

Berwick Bank Wind Farm, which has already secured a grid connection at Branxton, near Torness, will be created 40 kilometres off the county coast and feature more than 200 turbines, the largest windfarm in Europe and possibly the world.

Braxton and Belton Battery Storage facilities are to help match energy demand at peaks with the wind generation available by storing energy at peak generation and releasing it at peak demand.

Fred Olsen Renewables will be adding a further 11 turbines and a Solar Farm at their Crystal Rig site up in the Lammermuir hills

The Eastern Link project involves more than £1.5 billion of underwater cabling linking Thorntonloch Beach, near the East Lothian town, to County Durham. This will form part of the backbone of the UK’s energy supply.

Finally, Torness Power Station is expected to stop generating power in March 2028. De-fuelling and decommissioning is expected to last for around 20 years

The 4 month consultation period for ELC to submit comments to ECU ends 6th August 2023. No advertised date for ECU determination but expected to be 2024. Grid connection is late 2027 so Construction, ECU Consent depending, could start early 2027 but not likely to be before this due to fixed grid connection date.

Braxton Substation: Planning Permission in Principle (PPP) application submitted to ELC in June 2023. Application not yet validated by ELC

Converter Station at Oxwell Mains Landfill: Planning Permission in Principle (PPP) granted by ELC in May 2023. Marine licence also granted by Scot Gov for marine cables.

Berwick Bank Planning Boundary

Dunbar Battery Energy Storage System at North Belton

FRV TH Powertek are building a 49.9MW Battery Energy Storage System (BESS) is proposed, 850m north of Pitcox and 3km south west of Dunbar.
Underground cable to the point of connection (substation immediately south of the site).

Torness is due to end generation in March 2028.

Defueling begins when a station stops generating in 2028. EDF will remove all spent fuel from the site using the same methods used during generation. Defueling is expected to last for approximately four years, followed by a further 12 years decommissioning. The site will be cleared sometime after 2044.
